Jess Jones

Background and Experience
Since 1996, Jess Jones has been the Backflow Prevention Training Coordinator for the Operator Training Committee of Ohio (OTCO). OTCO is a non-profit training organization that was created in 1948 under the direction of Ohio State University and is recognized by the USEPA as the Environmental Training Center for the State of Ohio.
 
He was directly involved with the creation of the Cincinnati Water Works backflow prevention program beginning in 1972 and continuing until his retirement in 1996. He serves on the AWWA Standards Committee for Backflow Preventers, the Backflow Tester Validation & Exam Committee of the Association of Boards of Certification, and the State of Ohio Backflow Prevention Advisory Board.
 
Worked for City of Cincinnati from 1965 to 1996. Started in Water Pollution Control as a laborer, then Treasury as a clerk/cashier, then to Cincinnati Water Works in 1970 as a meter reader to customer service rep to Inspector to Backflow Field Technician. I retired as Ass't Superintendent of the Commercial Division.  As a field technician, I tested/repaired backflow preventers, inspected all new installations, and performed on-site backflow surveys of premises.
 
The Cincinnati Program began in 1972. I was a meter repairman at the time and was asked to be the field technician in 1972 by the other 2 in the Backflow Program (Richard Miller then Chief Engineer, later Director, later President of AWWA) and (Robert Fronk, Ass't Superintendent of Distribution).
 
He authored the backflow prevention training manual for OTCO, the backflow prevention tester certification manuals for the Ohio Department of Commerce & the West Virginia Bureau for Public Health, holds a Class 2 Distribution License from Ohio, and is a certified backflow tester in Ohio and West Virginia.
